My Harley built-in Nav has an option for "scenic routing" and it is separate from turning "highway routing" on/off. I turn on scenic routing with highways when I want to travel the US byways and to avoid the freeways.
It also does a fair job in the cities to avoid freeways but staying away from surface streets.
This routing option would be awesome in Scenic.
