Online maps and downloaded maps?

also when i started the App again i had to start my route which i had planned on the App and it wanted me to go back to the beginning and did not go from where i was ?

Regarding offline maps: Scenic always uses offline maps if they are available on your device. Even if they are not the most recent versions. If Scenic needs to recalculate your route while riding, it first tries if it can do this with the offline maps on your device. If it can't because you don't have all the regions installed that the route needs, then it will try online calculation.
Your GPS signal has nothing to do with that. It shouldn't loose GPS signal, unless:
- you are inside
- your iphone is in a (metal) box
- you are riding through heavy forrest and leeves have a lot of raindrops on them (water and metal can distort GPS signal)
- between high mountains or high buildings

Indeed they are used to make it possible to see maps and do route recalculations in areas where there is no cell phone signal.
