Curvy route requires administrative approval?

I am trying to create a trip without unpaved roads and no highways selected under the curvy roads tab. This error pops up. I have downloaded the updates to the offline maps for the area.

It seems to create the route without problems, and with the same exceptions if I use the motorcycle tab instead of curvy.
