Your answer also suggests that the ‚normal‘ intuitive handling with just using the fingers to pan and zoom doesn‘t work while navigating, right? Is this due to technical limitations using carplay API or does it work as designed? Just for my curiosity.

This works as designed. Typically, when navigating, you want your current location staying centered. This is also how it works on the phone (where a double tap gesture is required to go into editing/panning mode). Waze (on phone at least) works similar.

Then there's also CarPlay limitations. Only for CarPlay system that have a touch screen it is possible to pan while not in panning mode (through a touch and drag). Systems without touch (with a joystick or similar hardware control) can only rely on the panning button to activate panning mode.
