Why can’t I route on the Blue Ridge Parkway south of Roanoake?

I see the road on the map but it’s a dotted line and trying to route along it doesn’t seem to work. North of Roanoake I don’t seem to have this problem. Thanks!

Google Maps won't route over there either. I guess this sign (magenta arrow) has something to do with it, but I'm not familiar in the area. Not sure what that sign means.
