There are bound to be differences because HERE and Garmin (and Google Maps, Open Street Maps, Apple Maps, etc) each use their own way of collecting map data and their own way of processing it. Before HERE maps, Scenic used Open Street Maps. What i found there is no one perfect map provider. OSM is better in some areas where OSM is better in others. I expect Garmin Maps to have its strengths and weaknesses as well.
