Panning (moving) the map with barbuttons is not implemented in Scenic. This is because Scenic also works with other controllers (which have less buttons). It's on the feature request list to add that in the future, but it will be a while. Here you can find more info on barbuttons: https://scenic.app/help/handlebar-controllers/
