Allow Scenic to jump road breaks

Once they do I could add this, and this would be a much cleaner solution.

What will you do when there is a broken bridge, like we actually have in Germany. Ahrtal.
Complete calculation will be messed up when you say: Its just 10 meters, so ignore it.
