This is actually how the appearance works on iOS devices. The scheduled dark/light mode changes do not take place while the device screen is on. It will only check if it should be in dark/light mode when the screen activates. Manually changing appearance will change immediately.
Some navigation apps have resolved this by adding their own sunset/sunrise timers, and that's what I've also done in the big update.
